Greg Smith, Connecticut Lottery’s president & CEO, argued in a public testimony that the Connecticut Lottery should be given a license to offer sports betting products. The lottery wouldn’t be taxed on revenue; instead, after all operating expenses had been paid, it would return all of the money earned from sports betting to the people of Connecticut, either via prizes or through a transfer to state-run funds.
The lottery would work with a third party vendor to offer the best product available and to offer sports betting in every lottery shop in Connecticut.
The two major tribal casinos in Connecticut want to become operators of sports betting. They believe that the existing gaming compacts in the state give them the exclusive rights to offer the gaming product.
