While Canada allows sports betting, wagers can only be sold as parlays. A parlay is a ticket that bets on the outcome of multiple games/outcomes at once, which creates problems for legal sports betting. Canadian lotteries, for instance, cannot take bets on just the Superbowl score outcome because it is only one game. The Superbowl is one of the biggest sports betting days in the world. Vic Fedeli, Finance Minister, has put in a request to the Federal Finance Minster to change the criminal code to allow for single outcome bets.
Unfortunately, this law only hurts legal operators. Illegal sports betting operators still allow for this and give them an unfair advantage. Single bets are often a great way to introduce newer players to sports betting because they are easier to understand.
