A bill being considered by Wisconsin lawmakers would allow people to purchase lottery tickets with debit cards, which is currently not allowed in the state. The Wisconsin Lottery fully supports Senate Bill 528. The bill’s co-sponsor said that the bill is necessary due to changes in players’ spending habits.
Multiple merchant groups are in opposition, however. They believe this puts an undue burden on them because of transaction fees associated with debit card purchases. The bill does not make debit purchases mandatory; the decision to offer debit card purchases is up to the retail establishment.
