Eesti Loto is implementing a stricter age limit for lottery participation following a legislative amendment adopted by the Riigikogu. Effective January 1, 2026, the minimum age for all lottery games will rise from 16 to 18, impacting an estimated 1,000 players aged 16–17 who have participated in the past year. From December 30, 2025, players under 18 will no longer be able to log in to or create accounts on the Estonian Loto website. Tickets already purchased for multiple future draws by 16–17 year olds before that date will remain valid, and any winnings will be paid out under the existing rules.
Retail operations are being updated in parallel. Technical changes at sales points will take effect from December 30, 2025, and sellers will be required to verify customer age, with lottery ticket sales to minors prohibited from January 1, 2026 onward. Existing instant tickets in market currently show a “16+” age mark and will not be withdrawn; however, they will legally be subject to the new 18+ requirement, and retailers will not be allowed to sell them to underage players. New instant tickets printed from February 2026 will carry the updated 18+ age marking.
