Michael Wells, interim director of the Oregon Lottery since December 2022, was appointed as the permanent director pending confirmation by the Oregon Senate in September. Wells held leadership positions at the Oregon Lottery, including Assistant Director for Security & Compliance and Cyber Crime Manager, and has more than 24 years of experience in local, state, and federal law enforcement, including serving as a special agent in the organized crime section of the Oregon Department of Justice and as a police officer for various agencies, including Oregon State Police.

The Mississippi Lottery Corporation has issued a Request for Proposal (RFP) seeking a line of credit from a qualified, full-service Federal Deposit Insurance Corporation institution to be used in emergency situations like natural disasters. The submission deadline for RFP No. 10 is September 8, 2023, and the award for the successful bidder will be announced around September 26, 2023. The New Hampshire Lottery has issued Addendum 4 to the Request for Proposal (iLottery RFP 2023-02) for an iLottery System, Games, Ancillary Systems, and Support in New Hampshire. The original RFP was posted on June 12, 2023, and interested parties are advised to review Addendum 4 for additional information.

The Texas Lottery and the Dallas Cowboys have joined forces for the 15th consecutive year to launch the Cowboys scratch ticket game and promotional second-chance drawings, offering over $30.3 million in total cash prizes, including four top prizes of $100,000 and more than 4,700 non-cash second-chance prizes.
The Indiana Lottery Commission reported sending nearly $370 million to the state’s coffers for the 2023 fiscal year, with total sales of $1.75 billion, a 2.6% increase from the previous year. The majority of sales, $1.3 billion, came from scratch-off games, while draw games contributed $440 million.
The Minnesota Lottery achieved significant milestones during FY2023, including players cashing in a record $501.9 million in prizes and sales totaling $787.2 million, the second-highest in its 33-year history, led by scratch games. Notably, $233 million worth of lotto tickets were sold, marking a 40% increase from the previous fiscal year.

The New Hampshire Lottery has set a new record by achieving over $603 million in total sales for Fiscal Year 2023, marking a 12% increase from the previous record. The recent success can be attributed to factors like record-breaking Mega Millions and Powerball jackpots, sports betting, and an expanded range of in-store and online games, all contributing to the lottery’s continuous growth and support for education.
Two more lottery financial couriers have expressed interest in operating in Arkansas, alongside Jackpocket and lotto.com, confirmed lottery Director Eric Hagler.
Scientific Games has introduced THE GAME OF LIFE board game-themed instant scratch games and Fast Play terminal-generated games for Pennsylvania Lottery players, marking the first omni-channel launch of THE GAME OF LIFE brand. The $10 instant scratch game launched in May, generating $15.2 million in revenue in its first month, while the $5 Fast Play game launched in June and is one of the top-performing $5 Fast Play games. THE GAME OF LIFE iLottery game, launched in May, remains in the Top 10 of more than 150 Pennsylvania eInstant games for wagers. In fiscal year 2022, licensed branded games created by Scientific Games for U.S. lotteries represented $2.7 billion in retail sales.
