As we move forward from the California Lottery’s 40th anniversary in 2025, our focus for 2026 is to maintain our momentum and address ongoing barriers to play. We are committed to responsibly increasing sales to generate additional funding for California’s public schools.
Safer with SmartCount: In 2026, we aim to expand the SmartCount program, enhancing the security of our games at retail locations. This program serves as a significant deterrent to theft by allowing instant tickets to be deactivated overnight when stores are closed. As the first Lottery to implement this innovative program, we are excited to move closer to full adoption throughout the year.
Cutting out Cash: To deepen our engagement with players, we will introduce a Cashless Vending pilot program in 2026. This initiative will allow players to purchase California Lottery games using their debit cards at vending machines in select stores. By collecting data from this pilot program, we will test the hypothesis that requiring cash presents a significant barrier to play.

My resolution this year is what it really should be every year—to show gratitude. First, to our staff at the Lottery, who work smart and hard to achieve greater goals and reach milestones that provide money to support Colorado’s outdoors. I’m also grateful to our players, our retailers, our beneficiary partners, and our tremendous support system in the Colorado government, especially our Governor, and my colleagues at the Department of Revenue. I am very grateful to my fellow lottery directors, who open their minds and access to their staff to create and share best practices and to stimulate our imaginations to grow and reach our potential. It’s such an awesome, open industry. I’m immeasurably grateful for my friends Drew, Matt, and Paul being back in the mix, and for Mary, Josh, and David having new doors open.

I am looking forward to the launch of Powerball NFL X’s and O’s in 2026, the second-chance experiential prizes the game will offer, and seeing two great brands, Powerball and the NFL, come together. It has the potential to grab the attention of a large segment of NFL fans who do not already play lottery games. The game is launching at a great time, considering Washington, D.C. will host the 2027 NFL Draft on the National Mall.

The Florida Lottery is building on the strong momentum of our campaign: “it’s good fun.” Players have embraced the message, and our reputation and sales reflect that connection. Now, our focus is on elevating that relationship even further by strengthening the understanding that every moment of fun also fuels a meaningful purpose.
In 2026, we will advance our “play for purpose” story while continuing to offer the products our players love and introducing new ones that surprise, delight, and drive growth. Our goal is to deepen player pride, expand engagement with new audiences, and inspire continued participation in a mission that matters.

My 2026 resolution is to continue advancing the Hoosier Lottery’s mission to maximize revenue for the state by modernizing how we serve players. That includes working with our legislature to advocate for the passage of iLottery, a proven sales channel that engages new and younger players, supports brick-and-mortar retail partners, enhances responsible gaming safeguards, and further strengthens contributions to Indiana’s good causes.
Sarah M. Taylor
Executive Director, Hoosier Lottery
The new year is a time to reflect upon past successes and future opportunities. I feel one of our biggest challenges is to better utilize our resources to appeal to the next generation of players. This will require looking beyond traditional channels to engage this emerging demographic on their turf, on their terms, and with a product portfolio that is appealing to them.
Looking further ahead into 2026, the Idaho Lottery will undergo a complete replacement of our hardware in the field. Every piece of aging Lottery equipment will be replaced, bringing new technology and operating system capabilities to improve the player experience while generating additional revenue for our good causes.
During the upcoming 2026 Idaho Legislative session, the Idaho Lottery will work to pass a statute to curb excessive bulk purchases by lottery syndicates seeking to corner the market on top remaining prizes. Idaho is following other states in implementing these measures to protect the integrity and intent of our games. Our players voluntarily participate, and they must feel confident in the fairness of play. An erosion of that trust will dishearten rank-and-file players, who account for 99% of Idaho Lottery revenue. That kind of damage may be irreparable, or at best, take years and decades to mend.

Labeled “Odyssey 2026,” this state-of-the-art retail modernization project is at the forefront of the Kentucky Lottery Corporation’s excitement this year. A multi-year undertaking that is nearing completion, the project provides our 3,500-plus retail partners the newest, most streamlined technology that makes selling and buying lottery products easier and more efficient than ever—dual cellular retailer network connections, new vending machines, new terminals, ticket checkers, printers, and marketing monitors. This equipment upgrade completes the expansion of cashless transaction support across the entire vending program.
In February, we will take the ultimate step by converting to a new Central Gaming System (CGS) that ties together every component of this project for our retailers and players. Alongside the new CGS, we will implement “Connected Play” that merges the retail and online or iLottery player experience. Players can use their Kentucky Lottery Fun Club account funds to purchase tickets anywhere in the retailer network—vending machines or counter sales. Players can use our mobile app to redeem winning scratch-off and draw game tickets and place the prize amounts into their Kentucky Lottery Fun Club accounts. These funds are available immediately and are stored in the winnings pocket. As the first lottery in the nation to offer this trailblazing experience, we are thrilled.

Not sure it meets the true definition of “Lottery Resolutions,” but 2026 will be a year of transition for the Maryland Lottery. We eagerly anticipate transitioning our product portfolio with the launch of the Powerball X’s & O’s game while saying goodbye and thank you to Cash4Life. We expect to transition to a new central system contract in 2026. We have several internal initiatives in process to transition our work environment and support systems to best meet our needs.
And we’ll see some senior staff transitions as we prepare for new Lottery leadership in 2027.

Happy New Year! As we kick off 2026 at the Minnesota Lottery, we’re looking forward to another year filled with strong sales, exciting new games, and fun. We’ve got a lot in store, and we can’t wait to share it. One thing we’re excited about for 2026 is the rebrand of our Progressive Print-N-Play lotto game category. It will be called Fast Play, and there will be new price points, play styles, and a higher starting progressive jackpot. This will be fun, fresh, new, and exciting for our players! Here’s to another year of saying I’MN to fun, excitement, and making a difference for Minnesotans.

Executive Director, Minnesota Lottery
For 2026, Montana Lottery’s primary resolution is to successfully implement our new central gaming system and all related services. This conversion is more than just a technological upgrade; it represents a fundamental enhancement to our retail and player experience. We are particularly excited to install new terminals that will integrate all our products—Sports Bet Montana, Treasure Play, Lotto, and Scratch—onto a single, seamless platform.
Furthermore, 2026 marks the highly anticipated 20th anniversary of the Montana Millionaire raffle game. This milestone gives us an excellent opportunity to reward our loyal player base with special celebratory additions.

Executive Director, Montana Lottery
I have two New Year’s resolutions for 2026.The first will be to throw a party for the North Carolina Education Lottery’s 20th anniversary, worthy of the more than $12 billion we have raised for public education over the years. That’s something worth celebrating.
My second resolution is a renewed commitment and investment in the people who’ve helped to make the lottery so successful—our retailers. We’re installing millions of dollars’ worth of new technologies that promote games on digital screens, streamline purchases, and track ticket stock in stores. As these initiatives continue to roll out, early results already show a lift in sales.

Here in the great state of North Dakota, I am excited for the opportunities and possibilities! This is my first year in the industry, and I have learned so much. I am excited to continue building relationships across the industry and to learn from and work with the best in it. A special thanks to my peers for taking me under their wings and teaching me what this industry is all about!

I’m looking forward to the launch of our $5 Pony Payout Scratch game in the summer of 2026. The $5 price point has become the entry point for new Scratch players. With three top prizes of $50,000, and a second-chance promotion where players can enter to win a 2026 Ford Mustang® GT, Pony Payout should be another successful Scratch game.

The New Mexico Lottery is energized for 2026 to be a year of significant change. We are gearing up for a full-scale gaming conversion, which will include a new central gaming system, retail equipment, field staffing and technology, and distribution operations. Following the conversion activities, we are excited to join innovative new games being developed through MUSL, starting with our first game to offer a lifetime prize, Millionaire for Life.

In 2026, we are excited to continue our modernization efforts with a strong focus on digital transformation. One of our top priorities is introducing digital claims and payment options, which we currently do not offer in Oregon. It represents a major step forward in improving the player experience while ensuring our operations remain competitive and relevant.
We are also focused on improving operational efficiency by streamlining internal processes and reducing costs, which will allow us to maximize transfers to Oregon’s beneficiaries. By leveraging technology to simplify workflows, optimize routes, and increase automation, we can operate more effectively while maintaining the highest standards of integrity and responsibility.

In 2026, the Pennsylvania Lottery is excited about the flexibility afforded by a recent change in Pennsylvania law that permanently reduced the percentage of total sales we must return as profit from 20 percent to 10 percent. This change allows us to offer games with more winners and higher payouts while still generating funds for programs that benefit older Pennsylvanians. We began using this flexibility with our 2025 holiday-themed Scratch-Off games, and each game leading into 2026 had more winners and higher payouts than ever before, giving players more chances to win and more excitement with every ticket.
By removing restrictions that limited higher payout, high demand games, we are better positioned to grow revenue and continue supporting essential senior programs across Pennsylvania, such as free and reduced fare transportation, care services, prescription assistance, and local senior centers. We look forward to expanding these enhancements throughout 2026. Thank you to La Fleur’s for its continued coverage of this important topic and for its ongoing commitment to industry insights.

“You can now play the Lottery with a debit card in SC.” That was our biggest headline of 2025. In 2026, the South Carolina Education Lottery is excited to see how players and retailers continue to embrace this new payment option. Early reports are positive. Retailers that accept debit cards have seen an increase in ticket sales of about 8%. More than half of retailers have opted in, and that number is growing. As we move toward a cashless society, the ability to accept debit cards is huge for us.

The South Dakota Lottery will showcase a few of the many sights and scenes within South Dakota with the Hidden Gems series of scratch tickets. The Hidden Gems series includes the renowned sculptor Hugh Glass Statue in Lemmon, the World’s Largest Pheasant in Huron and Devil’s Gulch in Garretson.
To support the launch of these $5 tickets, we are collaborating with our advertising agency Lawrence & Schiller on an advertising campaign that will both market the instant tickets and celebrate these destinations.
In addition, players will be able to enter their non-winning Hidden Gems tickets into a pair of second chance drawings with road trip themes. The grand prize for each drawing will be a trip to a seasonal destination within South Dakota, while additional prizes will also be featured.

Executive Director, South Dakota Lottery
In 2026, we’re looking forward to strengthening our retailer partnerships through a revamped bonus program that allows more retailers to qualify for bonuses when certain prize-winning tickets are sold at their store. Expanding eligibility gives us a greater opportunity to recognize and reward retailers across the state who play an important role in engaging players every day.
We’re also excited to continue developing the second-chance opportunities that go beyond traditional prizes, giving players access to unique, once-in-a-lifetime experiences they simply can’t find anywhere else. These promotions allow us to create memorable moments for players while sustaining excitement across our scratch ticket portfolio throughout the year.
Additionally, the Texas Lottery will begin the next Lottery Operator RFP process in the new year, representing an important milestone in assessing long-term operational needs and positioning the program to best serve players, retailers and beneficiaries.

Virginia is actively exploring ways to expand our retail footprint beyond what is thought of today as a “traditional” retailer. For example, we are looking to build partnerships with quick-service restaurant (QSR) brands that would allow lottery products to be thoughtfully integrated, both in-store and into digital ordering experiences. If we’re successful, this represents an exciting direction for how we embed lottery engagement into familiar, everyday moments, whether through optional add-ons or even themed menu offerings. The opportunity to collaborate with QSR brands opens the door to reaching new audiences, strengthening brand relevance, and creating mutually beneficial partnerships that reflect how consumers increasingly interact with retail and entertainment. We firmly believe in this strategy as the next wave of growth for us.

At WCLC, we enter 2026 with a clear resolution: to strengthen and grow through disciplined, player-centered innovation. In April, we will launch a new iLottery platform that unifies our websites, apps, and online channels into a single, modern online experience designed to complement a strong retail network and ongoing product improvements. The launch will coincide with enhancements to the national LOTTO MAX game, offering the potential for bigger jackpots and new prize categories for players across the country.
With our digital foundation in place, we will also accelerate modernization at retail. This includes new point-of-sale technology, a wider range of terminal options suited to different retailers, and the pilot introduction of self-service terminals. Our long-term vision is a seamless, integrated player experience that encourages healthy play and generates sustainable value for our members.
