Atlantic Lottery
Meredith Kidney, Vice President, Brand and Communications
To celebrate our 50th anniversary and long-standing commitment to supporting local communities, Atlantic Lottery has launched Celebrate & Share. This unique Scratch’N Win ticket offers 10 top prizes of $50,000 for the winner and an additional $10,000 for their registered charity of choice within Atlantic Canada. Given the unique, charitable element of this ticket, Atlantic Lottery developed a landing page on alc.ca, giving players a place to find more details, FAQs around prizing, and details on top-prize winners and the charities they choose to benefit from their win. All campaign social displays and video ads link to this landing page. This campaign also uses one of our newer marketing tools: Spotify in-car. Audio ads promoting Celebrate & Share will be targeted to Spotify listeners in their vehicles when they are a quick drive or stop away from a lottery retailer. In addition to paid marketing, organic social media and PR tactics are being leveraged to further promote this ticket.

Instant games account for 80% of our sales, so we’re always excited to introduce linked games to reach potential new players. Following the success of last year’s JURASSIC WORLD and JURASSIC PARK tickets, we’re partnering with Scientific Games (SG) again for The Price Is Right, launching September 1. The $10 game features a $200,000 top prize and a second-chance promotion that sends winners to California for a taping of The Price Is Right, plus the opportunity to win up to $10 million in a lottery-exclusive game show experience.
In FY26, we added Gas Station TV to the media mix and plan to use it again in FY27.

We are very excited to launch a strong, fresh creative platform for our first $100 Instant ticket, Elite, with a paid media campaign (in-market June/July). This ticket will feature the largest-ever top prizes offered on an Instant Scratch ticket – $10 million and $1 million dollars.
We are looking forward to running our Scratch & Win holiday campaign this year as we build on the success and learnings of last year. The holidays are a very important time of the year, with 10 holiday tickets launching in October that are eligible for our ever-popular Tech the Halls second-chance contest. In Q4, we will re-run our Big Spin Scratch & Win paid media campaign, building on the success of our FY26 full-funnel experiential, retail & paid media campaign.

Whitney Alderson, Assistant Deputy Director, Marketing
We look forward to bringing new and exciting themes to reach more players, including the classic movie favorite Godzilla, which has strong appeal among Californians and features a unique 2nd Chance prize with trips to Japan, expanding our continued exploration of more experiential prizes in our 2nd Chance program. We are also planning to launch more culturally themed designs, including fun, festive designs that resonate with our Hispanic players.
We continue to support our games with a wide range of marketing programs, from digital to experiential. We also bring our games to our players through fairs and festivals across the state.
Colorado Lottery
Tiffany Ramsdell, Scratch Product Manager
One area I’m especially excited about in FY27 is continuing to build our portfolio strategy by clearly defining the role of every game at every price point. We’re making it easier for players to quickly find the types of games they’re looking for, whether that’s a licensed property, an extended-play experience, a premium game, or a seasonal offering.
Our licensed property lineup is particularly exciting this year. In partnership with the Denver Broncos, we’re launching our $5 Broncos Blitz game earlier to build on preseason excitement. We’re also moving NATIONAL LAMPOON’S CHRISTMAS VACATION from December to October to maximize the holiday shopping season, bringing back Monopoly after a strategic break, and adding PAC-MAN following very positive player research. Each launch is timed to align with seasonal momentum and player shopping behavior while offering something distinct within the portfolio.
Our marketing strategy supports the overall portfolio while giving individual games the right level of attention based on their role and audience. Licensed properties will receive integrated advertising campaigns, social media, retail merchandising, and experiential second-chance promotions, including an exclusive Broncos fan experience money can’t buy. We’re also continuing to build our Winning Country creative platform, a recognizable framework for Scratch advertising in Colorado that provides consistency across campaigns while allowing each game to tell its own story.
Connecticut Lottery
Frank Rinaldi, Sr. Director of Marketing
In fiscal 2027, we are especially excited about marketing instant tickets that feel distinctly Connecticut. Instant games are already one of the most visible and engaging parts of our product portfolio, and this year’s lineup gives us a strong opportunity to connect with players through themes that are familiar, local, and fun.
A great example is our upcoming New Haven-style pizza instant ticket, inspired by one of Connecticut’s most recognizable cultural and culinary icons. The ticket brings together the energy of a scratch game with the pride people feel for Connecticut’s historic pizzerias, including graphic elements and photos of actual pies from local restaurants. It is the kind of ticket that gives us a strong story to tell, a clear retail moment to build around, and a theme players can immediately recognize.
Hoosier Lottery
Brittany D’Haenens, Senior Director of Marketing

We have many new and fun Scratch-offs launching monthly, from $1 to $50, to help add a little play to our players’ day. Throwback themes, crosswords, multipliers, loaded prizes, families, and holiday themes will appeal to a broad group of players. We will be supporting these new offerings through in-store signage and promotions, social media and digital channels, and paid media. We’ll elevate our promotional messaging in market to promote gifting throughout the holiday season with a heavy media, promotional and marketing presence, our largest campaign of the year. We are excited to launch a vehicle-themed ticket in 2027, our first in years, offering a fresh experience with chances to win a vehicle through instant and 2nd-chance prizes.
Alongside our Scratch-off market presence, we will continue to promote our Fast Play category, which offers fresh game experiences every other month. There are many new play offerings launching next year, including two new rolling-jackpot mini-families of games that are generating growing interest among our players in the Fast Play portfolio. Fast Play continues to gain traction through our ongoing game launches and promotional activity, and will continue to keep this category top-of-mind through in-store offerings, broadcast and media messaging, and ongoing social media and digital presence.
Kansas Lottery
Crystal Romanchek, Portfolio Manager
We are most excited about our continued partnership with the Kansas City Chiefs. In addition to the Kansas City Chiefs scratch ticket, the Kansas Lottery will launch a new Kansas City Chiefs eInstant game on the iLottery platform, creating a strong omnichannel experience. This year’s second-chance promotion includes three flyaway trips, season tickets, a suite experience, tickets to the Draft Experience, and tours of Arrowhead Stadium. The campaign will also feature a commercial starring the “Voice of the Chiefs,” Mitch Holthus.
Kentucky Lottery
Sara McWhirter, Director, Instant Product and Michelle Stevens, Director, Media & Digital Strategies
In August, we will launch our SET FOR LIFE family, with higher aspirational top prizes than we typically offer at each level. In October, we’ll introduce our holiday lineup, including the licensed property NATIONAL LAMPOON’S CHRISTMAS VACATION, and we have added sparkle on several holiday games to create a more festive look and add appeal for new and lapsed players. December brings our second Scratch Connect™ game, extending play with a combined retail and digital experience and another way to win, followed in January by the return of the fan-favorite X The Money family and its robust second-chance promotion. Later in FY27, we’ll also launch YAHTZEE™, UNO™, and another partnership game featuring a Kentucky theme that we believe will resonate with players.
Top-of-funnel advertising in early FY27 will continue the “Lil Wins” branding campaign introduced in FY26. Our FY27 media strategy will support instant games with a robust, full-media funnel approach. Broad awareness tactics will introduce the Lottery brand and our diverse instant game portfolio, while more targeted messaging will highlight specific game styles, themes, and launches based on player interests and behaviors. This strategy delivers relevant Kentucky Lottery touchpoints across multiple mediums throughout the player journey. By the time players reach retail, they will have been informed, reminded, and motivated through tailored communications designed to build confidence and encourage purchase.
Louisiana Lottery
M. Quinn Dossett, Vice President, Marketing
While our 35th anniversary celebration began in FY26, it continues through FY27 and runs through the end of the calendar year, so there’s still much to come. To celebrate, we introduced a lineup of anniversary games, offering players more ways to win. Highlights include the return of the original $1 Louisiana Treasures scratch-off, redesigned in-house with artwork inspired by past games and iconic Louisiana themes, along with a $1 Louisiana Treasures Fast Play. Also debuting are the $2 Say It Louisiana scratch-off, celebrating Louisiana sayings created with input from team members statewide; the $3 Taste of LA scratch-off, inspired by our annual product workshop and featuring favorite Louisiana flavors; the returning scratch-off classic, $5 PLAY OH!, and the new in-house designed $10 It’s a Louisiana Thing!, celebrating Louisiana icons, accompanied by a $10 It’s a Louisiana Thing! Fast Play.
Marketing support also continues for the Scientific Games licensed property, ULTIMATE DASH®, which launched in FY26 as a $5 Fast Play and $5 scratch-off game.
In November, we’ll launch Cash Castle, a multi-jurisdictional promotion from Atlas Experiences featuring a second-chance drawing for a trip to Ireland and the opportunity to win up to $1 million.
Massachusetts State Lottery
Kate Sutton, Manager, Product & Promotional Development – Scratch Tickets
In FY27, the Mass Lottery’s Scratch Ticket team is excited to continue refining our product strategy to deliver a stronger player experience while supporting long-term sustainable growth. We’re introducing HD Imaging on our $10 and higher price-point games to enhance their premium look and feel, while reducing the number of annual launches to maintain a consistent eight-week launch cadence and healthier inventory levels. We’re also placing greater emphasis on differentiated positioning for our $20, $30, and $50 games to reinforce player value, maintain excitement, and stimulate sales.
Another exciting milestone is the evolution of our Scratch Ticket branding. We recently updated our regulations to allow the terms “Instant Tickets” and “Scratch Tickets” to be used interchangeably. Since “Scratch Tickets” is the term players naturally recognize, this change better aligns our messaging with player behavior while clearly distinguishing our retail Scratch Tickets from the digital eInstants launching with our iLottery platform. The transition will be supported by a refreshed Scratch Ticket logo and a new evergreen marketing campaign that provides greater consistency and flexibility across future initiatives.
In FY27, the Mass Lottery Scratch Team is shifting to a more continuous Scan to Enter strategy featuring nine promotions spanning approximately 40 weeks. Most promotions will run for four weeks, with select three-week promotions to keep the calendar fresh, along with an extended holiday promotion during the peak selling season.
This approach is designed to drive consistent player engagement, maintain momentum throughout the year, reduce promotional fatigue, and provide greater flexibility to align campaigns with new game launches and seasonal opportunities.
Maryland Lottery
Kate Airey, Director of Product Development
We’re eager to roll out this year’s holiday program with a new twist. Our 12-week second-chance promotion tied to holiday scratch-off and FAST PLAY games will again offer cash prizes, along with a new prize tier featuring six “Dream Vacations.” Through a partnership with Imagine Experience, each winner will receive a budget and work directly with the company to create a vacation that lives up to their personal dream.
While winning a significant lottery prize is often associated with living out a dream, many players tell us they would use their winnings for practical needs. The Dream Vacation concept gives winners the opportunity to live out a personal daydream—especially during the holidays, when the focus is often on giving to others—and give something to themselves.
We’re also developing an exciting program for the second half of FY27 that we’re not quite ready to reveal. Our goal is to modernize the “For Life” prize offering for the scratch category. Stay tuned!
Minnesota Lottery
Jenna Maus, Legislative Liaison and Communications Specialist
In FY2027, we’re especially excited about our holiday scratch games, a seasonal favorite known for festive designs and popularity as gifts and stocking stuffers. This October, we’ll launch five holiday games—up from our usual four—giving players more gifting options and a variety of themes for interests ranging from animals to sports. Our marketing campaign will encourage players to bundle tickets for holiday gifting.
On December 1, we’ll also launch Cash Castle, featuring a grand prize trip to Ireland. Who doesn’t want a trip to the Emerald Isle in their stocking?
A targeted seasonal marketing strategy will support the holiday games through traditional and digital advertising, social media, email marketing, retailer promotions, in-store merchandising, public relations, and other promotional opportunities designed to build awareness, generate excitement, and encourage gift-giving during the key holiday shopping period.
Missouri Lottery
Bill Burton, Scratchers Product Manager
We’re looking forward to enhancing the Scratchers experience for players in several ways during FY27. More retailers than ever will feature Scratchers on Digital Menu Boards, making it easier to showcase games, keep checkout lines moving, and help retailers manage outages. Scratch Connect™ will give players the chance to win an additional prize through a linked digital game, debuting on our It’s Gold Outside® holiday ticket before returning on another game later in the fiscal year. We’ll also continue evaluating player response to the $10 Crossword, introduced in late FY26, while exploring the debut of a new licensed property game at the State Fair, giving fairgoers early access before its statewide launch.
A year-long campaign will support each monthly Scratchers release in FY27, with new games typically launching on the last Monday of each month under the MO Money Monday brand. Our MO Money Monday Giveaway will continue awarding $300 in the newest Scratchers to one lucky winner each month.
New Mexico Lottery
Wendy Ahlm, Director of Advertising & Marketing

We are excited about the variety of licensed properties we can share with our players in the next year. All these games brim with nostalgia. Zoltar® Crossword is a whimsical addition that ties in well with the Route 66 Centennial, given its presence at convenience stores/travel centers along US highways. Godzilla appeals to a broad age group thanks to its extensive movie history, not to mention fans of Sci-Fi. And ELF adds a fun addition to our holiday games with a nod to this Christmas movie must-see, especially with Millennials and Gen X.
Ohio Lottery
Rebecca Mclemore, Marketing Manager

We’re excited about the licensed property games in our portfolio in FY27, including the launch of a $50 MONOPOLY Scratch-Off in January, followed by a full MONOPOLY Family of Games in February. These launches give us opportunities to energize players with a well‑loved brand and to build strong integrated campaigns across all price points.
Holiday is traditionally one of our largest annual campaigns, and this year we’re again supporting it with a full 360-degree marketing plan. That includes TV, radio, digital, print, and POS, as well as loyalty club second-chance promotions and achievement-based engagement. These initiatives help create added value for non‑winning tickets while keeping players engaged throughout the entire season. We’ll be applying this same integrated approach for our major FY27 launches, including the MONOPOLY Scratch-Off game launches.
Oklahoma Lottery
Abby Morgan, Director of Marketing & Product Development
Our marketing strategy for fiscal year 2027 combines traditional advertising with a much stronger emphasis on personalized digital engagement. Through our new app and Players Club platform, we’ll be able to support instant games with targeted offers, personalized promotions, second-chance opportunities, digital content, and loyalty-based rewards. We’re particularly excited about enhanced couponing capabilities that will allow us to deliver more relevant offers and incentives based on player interests and engagement patterns. We also plan to utilize player data more effectively to segment audiences and tailor messaging around specific game categories, price points, and player preferences. This approach allows us to create more relevant marketing programs while helping maximize awareness and participation across our instant game portfolio. While great game design will always be important, we believe the future of instant game marketing lies in combining compelling products with smart, data-driven communication that delivers the right message to the right player at the right time.
Oregon Lottery
Andrea Valdez, Digital Marketing Manager

In 2027, Oregon Lottery will debut Outdoor Adventures: State Parks Edition, continuing its State Parks-themed Scratch-it series and reminding players that Lottery play supports Oregon State Parks. Designed in-house, the ticket features a charming, retro hand-drawn style that captures the fun of an Oregon summer in the state’s beloved parks. The summer launch will be supported by a robust digital marketing campaign, a coordinated Lottery brand campaign, and a news release.
Sales data and marketing engagement show that players love seeing state pride in their Scratch-its, and Wild Wonders of Oregon will offer another Oregon-themed game in spring 2027. Designed in-house, the ticket features Oregon’s unique flora and fauna in a bold watercolor style and rich, jewel-toned palette celebrating the “gem” of a state. A dynamic digital campaign and earned media push will support the launch.
Texas Lottery
Will Russ, Products Manager
In early February 2027, the Texas Lottery plans to introduce a $100 scratch ticket where players can enter non-winning tickets into second-chance drawings for large cash prizes. While we regularly introduce tickets with associated second-chance drawings for minor cash prizes and experiential trips, this concept is different and something players asked for directly during field research. We have never done second-chance drawings for a $100 price point ticket and are excited to maintain player engagement using this process. In each drawing, players will have the chance to win $500, $2,000, or $10,000, and players who win one of those prizes will be entered into a final drawing for $1,000,000.
In the summer of 2027, we are launching a Godzilla ticket that will be printed by Pollard. As part of the licensing package, Pollard will work with Alamo Drafthouse on a campaign that advertises the ticket and the Texas Lottery generally. Among other things, the campaign will include a film series sponsored by the Texas Lottery, a video before certain movies showcasing the ticket and advertising pieces at theaters across the state.
Virginia Lottery
Corey Klingel, Strategic Games Manager
There is a lot of excitement around the Precious Metal 7s family of games (FOG) launching September 1! This launch combines two popular lottery themes that players have historically gravitated towards, precious metals and 7s. The FOG consists of $1 Bronze 7s, $5 Silver 7s, $10 Gold 7s and $20 Platinum 7s. The tickets all feature specialty printing to capture the different metals and accentuate the 7s. This will be an omnichannel launch accompanied by an online game, Metallic Fortune 7s, that will launch on the same day.
The Precious Metal 7s tickets will be featured prominently via in-store printed POS and multi-media. In addition to in-store support, to drive awareness of the FOG and the Virginia Lottery Rewards program, we will be running a Rewards multiplier during the month of September, where players will earn 2x the rewards points when they scan any of the Precious Metal 7s tickets or play the Metallic Fortune 7s online game. Points can be used for free play, entry into drawings or to purchase limited Lottery merchandise.
Each Precious Metal 7s ticket features a Special Online offer that provides players with free games of the Metallic Fortune 7s online game or deposit matches when they make their first deposit in their iLottery account.
