    Working With Your State Legislators: Helene Keeley (Delaware Lottery)

    Helene Keeley, Deputy Director, Delaware Lottery provided an insider’s perspective on how lotteries can work with their state legislators. Having served 22 years in the Delaware House of Representatives, Keeley discussed how to approach and discuss lottery-related business with state legislative members. She gave advice on communicating with legislators.

    “In many states the legislator is considered part-time so most legislators have other full-time jobs,” said Keeley. “They have to know enough about every issue to understand but may not have the time to be deeply engulfed in the issue. So we [lotteries] have to use our time wisely when meeting and discussing our issues.”
